Water-soluble cosmetic colours are synthetic dyes approved under Ext. D&C regulations, meaning they are safe for external cosmetic applications only (not for food, drugs, or ingestion). They are widely used in liquid and transparent formulations because of their easy dispersibility in water and ability to give bright, uniform coloration.
